The S&P reached a new intraday record on Tuesday though it closed slightly behind the mark. Nevertheless, the major indices have put together four straight days of advances as the rally rolled on. The market has a spring in its step ever since news reports late last week that the U.S. and China were interested in having trade negotiations. Stocks have been transfixed by fears of a trade war ever since President Trump started issuing tariffs that prompted quick retaliations. The Dow is the biggest beneficiary of the trade news, but today was really about the S&P. The index momentarily crossed its all-time high on Tuesday at just under 2872.9. It pulled back a bit before the closing bell and finished with a rise of 0.21% to nearly 2863. The NASDAQ was lagging its counterparts through the first three days of this streak, but today it led the way with an advance of 0.49% to 7859.2. It’s still a little less than 1% away from its own record. The Dow was up another 0.25% (or 63 points) to 25822.3 and is about 3% away from a new high. The small-cap Russell 2000 also made some history with an advance of 1.14% to 1718.05. "They did it! The S&P 500 and the Russell 2000 broke out to new all-time highs today with the small caps really leading the charge," said Tracey in Insider Trader. "I like what is happening with the small caps. As I've said for months, we really need the small caps to break out for this rally to continue," she said. Today's Portfolio Highlights: Stocks Under $10: The share repurchase program at Intevac (IVAC) was recently raised 50% to $30 million from $20 million, which sent shares higher for this hard disk drive equipment manufacturer. Brian Bolan thinks this is just the beginning and that more buyers will be stepping up, especially since the 800,000 short shares are “doomed”. The editor also likes that earnings are expected to move to a profit of 17 cents next year from a loss of 25 cents this year. Momentum Trader: Staffing firm Heidrick & Struggles Int’l (HSII) soared to $44 after reporting a positive surprise of more than 30%, but it has since retraced down to its 20-day MA. Dave really loves the pattern on this chart right now! He’s hoping that the bounce off the 20-day can carry the stock back to its 52-week high and also appreciates the diversity this name brings to the portfolio.
